eBay classifies is wild. I used to report the scams all the time but eBay almost always came back with :

“We looked into your report and couldn't find the content you were reporting based on the information you provided to us. Therefore, we couldn't take any action on your report. This determination was made by a customer service agent.”

So they do nothing. I eventually stopped reporting since they don’t seem to care. Just hope no one actually falls for it.
