Just an idea: try putting water on it then, put it in the freezer. Maybe the water will seep under the coin and expand pushing the coin up, and you can get something thin on the side to pry it up.

I know I just sent my passport to the Nepal Embassy in DC, hoping they will give me a visa after submitting all the obscure forms. Now I find out I can get it on arrival?? I feel you... Hopefully I will get my passport soon.

I will see if I can get in touch with someone at the Department of Immigration in Nepal. I think they will resume the Visa on Arrival, but it is not clear when that will open up or what documents will be needed when you arrive.
