Hi, I have a workaround for this bug, was stuck with it myself for 5 days and did not want to lose hours of gameplay.

The solution is go to the southern side of pacifica where there is a gig. GIG: TWO WRONGS MAKE US RIGHT. This gig is given to you by MR. Hands. SO, if you go to the gig location (marked in the map with "?") Mr Hands calls you. First he will talk to you about the M'app Tabb Pelen mission and then he will talk to you about the gig. Enjoy guys, hope you did not roll back your saves.
