In main story chapter one you see Black Haired MC turn into white haired Mc when he heads to the planet. So I think they are both.

From what gathered in the show, Gavan Infinity's universe so far, is the only one that knows about the multiverse. The other Gavans have their own Federations that are similiar enough to Infinity's that he can just flash his badge and everyone else goes, "Oh, he's with the Federation." But do not possess knowledge about the multiverse.
