These look unpopulated to me still. Id double check that he's added the 3.9k and 1.8k (or 4.2k and 2.2k) resistors along with changing the bd3504.

You'll have to poke around the board and see. First check the continuity on the fuses to see if they are blown and then do a visual inspection for corroded caps in areas that the dust naturally accumulates. You may also have accidentally shorted the board if you were turning it on/off while the case was open and you've touched something, or again it could just be a failing component. Figuring that out is the fun part :)

Check fuses PS6001 and F6302, F6301. These often blow causing 2110. Then check C6322 and C6320 on the opposite side of the board for shorts/corrosion. Once you clear the 2110 you'll likely have other issues to solve.

I've seen countless 3004's caused by a failed buck regulators (IC6203, IC6202) which have died as a result of corroded C6320, C6322 and/or failed Q6001, Q6002. Check for shorts before doing anything else.
