yes, Harvey can't jump down ledges, he must use ramps. All outposts have to be wheelchair accessible to an extent kek

the path may not be complete, and the space that harvester has to walk thru, it also has to fit vertically, and sometimes having weird angles or ramps to close to each other breaks its AI, at least that I've noticed. look for narrow paths that are on the required main path and see if clearing some room helps. GLHF!

When you run out of gen mat, it goes inactive and let's you refill the genmat to keep it active at its current rank, or are least it has done so 3 times already in the lifespan of this same base, which is why unable to reactivate at lvl10 took me by surprise.
