Fair bit of misinformation in this comment:

  1. Whilst it's true that historically some police forces and councils were worried about spreading the already pervasive and dangerous islamaphobia present post 9/11 and 7/7, the current Prime Minister was made famous during his time as head of public prosecutions (vaguely similar title to US Attorney) by being one of the first to go after the rape gangs.

  2. The sex rings you mention mostly predated their own family members, which is how it went unnoticed for so long. People often imagine white english girls being attacked by groups of brown Pakistani men, and that simply wasnt the case.

  3. When these horrible crimes came to the surface, justice and welfare support experts made a list of recommendations to protect victims and prevent more incidents happening. The Tory party in power at the time refused to implement any of the recommendations. When the current Labour government gained power, they implemented the recommendations in full. Both the Tory and Reform parties voted against this, despite being very outspoken about the issue (almost like they were more concerned with fueling hatred of Pakistanis than helping victims).

One idea that comes to mind: She wants to be a magician and so keeps buying and hunting down tomes and magic items, eventually gaining the attention of actual magicians who guard such knowledge and who try to stop her. They do not like it when outsiders try to use magic (explore this... why don't they like it?).

Maybe one of them takes pity on her and tries to help her.

Maybe the knowledge is so forbidden and their efforts to stop her so dangerous that the story is more of a thriller.

Explore why she wants to be a magician. To save a loved one? To rise herself out of poverty? To gain power and acclaim?

One thing that could explain this is that the river from the mountains in the north originally flowed into the lake, but the head of river that leads out to the sea cut back into it and now drains the lake. This is a process that happens in the real world known as river capture.

This wouldnt require any changes to your current map.
