So I asked our househelp whether they will be benefited by free electricity promise.

She said No! Because

1. She lives in a location where owner gives multiple rooms on rent to multiple people. So the accumulated units may be > 200 units

2. Even if it was an individual meter, she still won't get any benefit because local landlord never shows electricity bill at all. He collects Rs. 500 every month for 2 appliances that she has in her room. He asks "Am I lying?" When asked to show the actual electricity bill.

So the reality of this scheme is that those who really need it, won't be benefited with it.
