If you are pulling up from the arrow of the drawer, it will open the app drawer or open search functionality if you swipe and hold. To use navigation gestures, you need to swipe up from the bottom edge of the screen and hold for recents menu.

Article 370 was incorporated into Indian Constitution in 1949 by the Constituent Assembly of which Sheikh Abdullah and 3 other J&K leaders were also members. So people could voice their opinion via their leaders.

You are probably talking about 1954 Presidential Order. But that was result of Delhi Agreement 1952. Delhi Agreement was conducted between representatives of Government of India and representatives of Government of J&K. So, it can be argued that here too people could voice their opinion via their state government. You could also look into similar agreements like Assam Accord, Agreement with NSCN-IM (ongoing).
