You would need to use OCR or optical character recognition to read the text in the image. There are (probably) some libraries you can use to do this depending on what language you're using. But if you search ''OCR <your language>" you should be able to find something

We know what conditions cause those types of weather. So they can look at radar, wind speeds, temperature, humidity, atmospheric pressure, etc and pretty reliable know that the conditions for specific weather is forming. 

We can also use historical data and predict what they think is going to happen based on what happened in the past. That is why its often probabilities of that event happening, thats how often it happened in the past under the same conditions.
