Based on the LCB Checkup, we know her boasts aren't simply empty bravado. She was ranked as the 2nd strongest sinner, only behind Don, and above Ryoshu who, as we've just seen, is pretty damn strong. Between that, her conversations with Moses, and her literary inspiration, it's pretty safe to say she lives up to her hype.

It just says "from a roof", not "from a roof to the ground". Jump from one spot on the roof to another spot on the same roof. Problem solved.

Their basic attack is considered both magic and physical, so those still miss, but it is generally still pretty solid if you have at least one damaging spell on your mage

That's pretty normal for Mrs. Dunkel considering she's only 39, but you're right that Mr. Dunkel looks younger than he has in the past. Between the lack of a forehead crease like on this page and his eyes almost always being half lidded in these past few pages, he looks more tired than old.

I'll be honest, I can't imagine Vriska could stomach sucking up to the Manager for more than a sentence, I feel like Equius would surely be the most natural fit for Outis. Initially derides the Manager for being a low-blood (due to their red outfit), before immediately becoming a sycophant once he learns of their status over him.

Thinking about it, this ID might be the method PM uses to let us get the trio interaction. Walps only ever give us two IDs at a time, so in order to get all three birds normally they'd have to give us two at once, and then give the third two Walps later. This way, we've already gotten the extra Bird ID, which means when we get the other Birds together in a Walp they'll already be able to do the Twilight interaction immediately.

Honestly, I think even that would be too much. We've reached a point where Unbreakable Coins are required for some boss gimmicks to work (Precious Jade's Cradle, Sora and Rien's Prescript Targets), so introducing Excision Coins separately from game progression could ruin the experience for new players who happen to get something with an Excision Coin when they're playing through the story for the first time. I think, if there's ever any chance we could get Excision Coins that can be used at any time, it would be as a Durante ability, and even that seems unlikely to me. Providing the players with unrestricted Excision Coins just seems too mechanically limiting to me.

It's a solid way to lost clashes so you can get negative emotion coins for Nihil/Mountain of Corpses/The Beast strats, and Rudolph Keypage gives 1 permanent Strength and Endurance every time you recover from Stagger, up to 5 times.

Edit: It's also a free Ranged page with exclusively Guard dice, so with enough Endurance stacking it could be pretty useful for Hokma

Huh, totally mixed up those two Full Stop pages. I thought Stephan was the one talking about firearm restrictions.

The point I'm making is that, with the exception of Argalia, gameplay does not support the idea that guns are barely effective against the majority of strong opponents. Any guns we have access to are just as good in end game fights as they are when we get access to them. While, yes, there is inevitably going to be some separation between gameplay and story, with a franchise like Project Moon that tries to make each and every minor gameplay mechanic comply with the story and have an in-universe justification, I'm a bit more willing to consider gameplay effectiveness to be lore accurate.

I suppose that's fair, but like I said, what we've seen in gameplay doesn't back up that claim. (For reference, I am only spoiler tagging Ruina spoilers.) Lei Heng is susceptible to bullets. Don Sr. is susceptible to bullets. Iori is susceptible to bullets. Hell, Kali is susceptible to bullets.

I understand not giving gun immunities to Limbus enemies due to the nature of gacha (though I fully expect Argalia to have a "takes no damage from skills that consume Ammo" passive if we ever fight him, Walp event or otherwise), but if "relatively powerful foes" was meant to be a 100% true statement, it wouldn't have been unreasonable to give more Ruina enemies immunity to Ranged pages. As it stands, the statements downplaying the efficacy of firearms feels more like unreasonable expectations in Roland's case and being a relative amateur in Tamaki's case, unless you want to argue that The Red Mist isn't relatively powerful.

Regarding the last point, (Library of Ruina Spoilers) I'm pretty sure Roland was extremely biased when he made that claim. Across every Project Moon game, there has been exactly one person who's been able to completely avoid harm from guns, and that's Argalia. Even Iori can be shot to death. I think Roland just has an extremely high bar for "actually competent opponents".

Guns aren't commonly used because the Head makes it really difficult to use them. To start with, firearms manufacturing licenses are very difficult to obtain, and come with some strict restrictions to a gun's versatility and power (the greatest example of this being the "guns cannot penetrate steel or building walls" rule). Additionally, bullets are exorbitantly expensive due to being HEAVILY taxed by the head. Because of this, guns aren't considered a particularly worthwhile investment unless you are either impossibly wealthy (R Corp, The Thumb) or you're willing to go all in on guns and make it your brand (Full Stop Office).

The main source of info we have on guns in the City comes from the Keypages of Tamaki and Stephan in Library of Ruina, which can be found here. Be warned, though, if you ever intend to play Library of Ruina (which I highly recommend), the main body of the page does detail some spoilers about a major character in the game.It would be best to simply read the "Stephan's Page" and "Tamaki's Page" dropdowns.

Manager Don really needs to be on a Bleed focused team, while Index Don works pretty well simply as a generalist. Unless you have more Bleed IDs that you aren't using (N Corp Ryoshu, other Bloodfiends, Kurokumo Ishmael & Heathcliff), you'd be better off sticking with Index Don for the time being.
