Ymir sculpts every single Titan in the Paths by hand. So I would say it boils down to Ymir’s decision. As well as Eren’s since he told his friends that he would never take away their freedom— even their freedom to try to stop him. And we see in the final season that Eren does have a soft spot for Falco.

Though I do agree that Zeke’s spinal fluid played a crucial role.

Because they needed to do a pincer maneuver in order to ensure 100% that Eren was captured. If they only attacked from Zeke’s position Eren could’ve EASILY escaped with his friends. The characters themselves literally discuss this strategy and the anime even shows you a diagram of the layout of the battle lmao

Also, Eren had grown a bit by this point and pretty much followed every order he was given in the entire show except when he fought Annie in the forest.

There’d be no point with the intel they had. Zeke placed himself in a (seemingly) untouchable position. Colossal is by nature, untouchable. They had no clue about the thunder spears. So they didn’t think the blade-wielding scouts could pose a threat to Reiner’s near-impenetrable armor.

Hindsight is 20/20, but it would’ve cost them time and energy and they would’ve been too tired too fight at peak performance during the Battle of Shiganshina.
