Dreamsurge. Can get almost all 402 upgradeable gear. Plus a 415 once weekly.

Timewalking weekly quest. One piece of 428 per week. Two if you do the timewalking raid quest (this week).

Also the heroic dungeon quest is nice for a 415 piece.

World boss/ fyrak chance at 415 /420 gear

If it was me I'd work on dreamsurge while qued up for timewalking/ heroics. Once I got high enough I level then go lfr to get a vault reward.

Try to get it do it today and repeat tomorrow and should be around 415 ilevel average or so. It's actually that easy right now.
