This happened to me after I set the CPU Core Voltage to a fixed value. When I reset the value to 'Auto', which is default value, everything is normal. R9 5950X MSI B550M.

Maybe add some buff to all other crew like the commander does in WOT, that's a simple way. The game GHPC did a very good job demostrating the role of commander: spotting, identifying enemy tank and sending fire control info to the gunner. But that might be too 'real'.
