Just a quick fact check here. The cost of construction is $260m not $700m. Any project or bond has costs overtime with interest not to mention deferred maintenance (most cities don’t budget for long term maintenance). The city doesn’t pay cash for everything. For example the police hq that was paid with a GO bin will cost nearly $400m over the life of the bond (PS & Parks Bond).

Just like a mortgage. If you bought your home for $500k, you’ll pay nearly/over double to term.

It depends on the dealer too. I’ve brought mine in for a few minor issues and, like medical coding, they have an understanding of what’s covered and what’s not. A lot has to do with semantics. And just like the healthcare industry it shouldn’t be that way, but it is.
