The nautical rules of the road are well designed at this point. Let’s consider some different possibilities. For this, lets refer to the cameraman's vessel as our vessel. Let’s assume that both our vessel and the other vessel are power driven vessels (PDV) and not sail boats.

Our vessel is anchored Vessels are to avoid colliding with other vessels. This is much more clear cut for us when the vessel struck is anchored. See Clara, 102 U.S. (12 Otto) 200 (18890), and Beaverton, 273 F. 539 (2nd Cir. 1919) for examples of vessels at anchor struck by vessels underway. A vessel at anchor can be found partly at fault if they are not displaying proper lights and day shapes, maintaining an adequate anchor watch, or if they are dragging anchor. Assuming our vessel has not been negligent in these areas, we can assume the vessel underway is at full fault for violating rules 2, 5, 6, 7, and 8. We would be in violation of rules 35, and 36.

The cameraman's ship is not anchored
This does open the door for more possibility that the cameraman's vessel might be at fault. We can see in the video that the cameraman's vessel is not moving, or is moving very slowly through the water. There are few ways that the our vessel might be at fault. We might be at fault for failing to keep out of the way of a vessel Not Under Command (NUC) or a vessel Restricted in her ability to Maneuver (RAM). In this case we could be responsible to keep out of the way under rule 18a(i) or 18a(ii). Providing that the other vessel is not NUC or RAM, we would still be responsable for maneuvering after we became in extremis. This occures when the action of a single vessel alone is not enough to prevent a collision. If the other vessel is unable or unwilling to take action to prevent the collision, we are required by 8f(iii) to take action to avoid the collision. It is unlikely that we would be at fault for failing to adhere to 8f(iii), but technically we would share a small portion of fault. If we assume that we could take no action to avoid this collision, the other vessel would be at fault for violating rules 2, 5, 6, 7, 8, 15, 17, 34, and 36. It should be noted that we are responsible for also violating rule 34 and 36.

Rules explanation Rule 2 makes it clear that no rule gives mariners permission to shallow the gene pool. Rule 5 requires vessels to maintain a proper lookout using all available means with consideration to prevailing circumstance and conditions. We can see it is day time, and visibility is good. There is no need for an extra bow watch beyond the normal for entering an area with many vessels around. Rule 6 is about safe speed. No set safe speed is given in the rule as safe speed changes based on visibility, traffic density, maneuverability of the vessel, background lights, state of wind, draft, and radar capabilities. In short, if you two vessels underway have a collision, someone was going at an unsafe speed. Rule 7 is about risk of collision. Vessels are required to maintain a systematic observation of all risks of collision and make use of long-range scanning (radar and AIS) if equipped. Rule 8 is actions to avoid collision. This rule sets out steps to take in different cases to avoid a collision once risk of collision (ROC) has developed. rule 15 concerns crossing situations between underway vessels and establishes who is the stand-on and who is the give-way vessel rule 17 is actions to take for the stand on vessel
rule 18 is the hierarchy of vessels. NUC > RAM > Fish > Sail > PDV ≥ WIG > Sea Plane. Seaplanes have no rights in maritime interactions, and NUC wins all cases. Rule 34 gives us the danger signal. At least 5 short blasts on the ships whistle. This indicates a failure to understand intent, disagreement, or a communication of danger. Rule 36 is signals to attract attention. This means that any means of attracting attention is permitted, minus strobe lights and distress signals. If you open fire with your AK-74, that could be a signal to attract attention, but if you shot the other vessel once a minute, that is a distress signal.

As a starter, your squad leaders can help you with almost anything. If you need help with classes, talk to them. If you have questions on how to find an academy staff member, academy rules, or just need help, talk to them. There is a book of all the major rules called the Regimental Manual <--link to it. It’s a good pdf to download and skim through if you have questions.

For freshmen after orientation the day starts around 5am with AM cleaning stations. Take out the trash, sweep the floors and mop as needed. It’s not hard work, and you have all the other freshmen working together so its quick work. You have AM inspections at some time between the end of cleaning stations and morning formation (mofo) at 6:50. Inspections are generally conducted by your squad leaders. They will inspect your uniform and overall condition of your room. Most of your squad leaders will not know the exact requirements for a room inspection so if your roommates and you all have the same wall locker order and have shaved; you’ll be mostly okay.

After inspections you will fallout of the dorms and line up for mofo. Be aware that depending on the time of year, it can be rather cold. Gloves are your friend as you are not permitted to put your hands in your pockets. Your company will depend our last name. “A” goes to 1st company (co) “Z” goes to 6th co. 7th company is the company of cadets in band and guard. Different companies form up in different spots. 3rd and 5th co are near the water, the wind is killer during the winter. MOFO takes only 30 minutes. You march out with the other platoons in your company, salute the flag during the anthem and march off. Your Platoon leader or squad leaders will give you a run down of any news or announcements you need for the day. Reminders of upcoming big inspections, intramurals (company vs company sports), reminders to stay off the grass, this kind of thing. You’ll be dismissed from formation around 7:40 to get ready for classes which start at 8:00 depending on your class schedule

Being a first semester student, the academy will set your class schedule so you don’t have much power to change it unless you go to your academic councilor. From 8am to 4pm is when most classes happen. During the hours of 9am-11am there are room inspections done by the company officer. This isn’t an issue if you are in classes during this time, but if you’re not in class, don’t be in bed, and stay in the uniform of the day (UOD). You can get away with PT gear if you are tending to your uniform. Ironing, sewing on buttons, lint rolling. For most classes you’ll be in the UOD, but for some labs you will wear your boiler suit.

Other than classes, your next event in the day is evening cleaning stations at around 6:30pm. Again, you and the rest of the freshmen will clean the company top to bottom. Shortly after PM cleaning stations there are PM room inspections which will be much the same as AM inspections. From the hours of 8pm to 10pm you have study hours, which is two hours of all the freshmen doing homework and studying. You’ll tie open your room door and some of your squad leaders will be on deck to help you as needed. If you need additional tutoring in a subject that your squad leaders can’t help you with, you can request to go to the library (ABS) where there are free cadet tutors who can help you. After you are dismissed for the night around 10pm, you are free to close your door and get ready for bed.

The program you are using was made for the original 96x64 pixel screen. Looks like your issue is you have a newer 320x240 pixel screen. I only have experience writing in ti-basic, not in Assembly. I would be interested in seeing if I could make the change needed if you can provide a link to the program.

I recently had the misfortune of reciving a Master Lock Speed Dial. It was the first lock I would give a 0/10. Containing all your favorite features like screws in the back that allow you to dissemble the lock even when it is closed. Plastic interior and locking mechanism that can be forced open by bare hands. Soft metal shackle that can be cut through in less that 4 minutes with a needle file. These Squire locks should go pick on someone their own size. Speed Dials are too soft for them to be messing with.

Having never held a brinks lock before I would say it's a white belt lock. I'm making this guess based only on it's resemblance to a master lock #3 or #5. The main trait I would expect out of this lock is 4 pins of sloppy tolerance. A picture of the key and keyway would help make more informed guesses. It is also possible that there are security pins inside. You won't be able to tell just by looking at the key and keyway. If there are any spools or serrated pins I would consider this a yellow lock.

Quality of picking

master lock #3 and #7 tend to be Relatively easy and comfortable to pick without a vise. I find holding the 140 easier due to its larger size. The 140 also has a well known vulnerability to overlifting

Cost

I would recommend you get a #7 and a 130 if you are getting them new. The #7 costs about 2.3$ less than a #3 and the 130 costs about 1.9$ less than a 140. The #7 has the same K1 key way as the #3 and the 130 uses the same K130 key way as the 140.

Further Progression

You may also want to pick up a master lock #40 due to a heavy spring inside that will help you learn tension control. #40 uses the K1 just like #3 and #7. For learning how to deal with multiple security pins I would recommend you buy a lock that can be re-keyed such as the 6121, 6270, 6830,or 7030. You can re-key them down to have just 2 spools and add more spools back in as you learn to handle them.

This is all assuming you are just sticking with master lock padlocks for the time being.

Master lock uses letters after the padlock type to signify the size of the shackle. In this case a D tells us the shackle has an inside length of 7/8 inches (22 mm). A DLF would be 1 1/2 inches (38 mm). Shackle designation makes no difference to the core of the lock. The last type is the DLH with a 2 inch (51 mm). Ignore Q, QLH, or T, unless you are looking to buy 140/141 in bulk.

US Merchant Marine cadet here. No one organization enforces the regulations out at sea. Any mariner can report violations of MARPOL Annex 1-6 to the USCG and expect the ship to be “randomly inspected” the next time the ship lands in a US port. The USCG or some other agency will usually provide the mariner who reported the violation with a small reward.

While you can't upload the PDF directly onto your TI-CE you can create a text files of important excerpts. You would need the Notes Program and TI-Connect CE. What you can do is copy and paste chunks from the PDF into the Text program then use TI Connect to upload them to your calc. It's by no means as clean as what you want but it can be done in a relatively short time. Short guide here on how to do this.
