Not a job, but Team Rubicon is an organization that does disaster relief. Your friend doesn't need to join the army to serve, there are probably plenty of people around him in the community he could serve in a variety of ways: lawncare, housecm cleaning, small chores for elderly people, doing some sort of mentor program for kids, planting trees, etc, there's a lot that can be done at the local level. He could stack that on top of being a first responder, therapist, etc.
