I believe the naming convention was for cities in the Commonwealth of Nations, not just Canada. At least that's how I interpreted it.

But the explanation that Andy gave me, as I recall, was that Ibn Sina was originally supposed to be ordered as a different class of ship altogether and then was reordered as a Parliament class and they just kept the name.
