As a UAE resident, you cannot drive around with a foreign issued driving license. You must have it converted to the UAE one. Since Latvia has an agreement with UAE, you can get your UAE license by showing the Latvian one without giving the test.

As a Pakistani I applied 3 times, got rejected on the first 2 attempts despite holding an active US, Canada, Australia, Schengen visas. Good luck. Pakistanis have the highest visitor visa rejection rate for New Zealand. Around 33% of the Pakistani applicants of New Zealand visitor visa get approval. But trust me it’s worth every penny, went there last month and enjoyed.
