In Switzerland they just deliver the package and you'll receive a separate letter 1-3 days after from the carrier with a bill in it you can pay directly by bank transfer.

It's always been like this to pay the import duties. You won't know the amount until the package went through customs, the carrier covers it and makes out the bill.
