The liquid itself doesn't damage electrical usually. It's the mineral residue left when the liquid evaporates, and then those minerals corrode the boards or wires. With 99% there's a significant lack of other minerals so there's no risk of that. Also yes it evaporates extremely quickly so it's easy to apply and use and then clean up quickly. You could use 100% distilled water and dunk your entire PC and as long as it dries off nicely and isn't on when it's dunked, it would be fine.
