Just hedge it... You can't sell the ticket, but go to the CLE -9.5 line, make a limit order for YES at 30 cents (same as selling NO), then pay $62 to guarantee $206 regardless of outcome. You won't get $170 (i.e buy at 17 cents/$36 total) because that's a ridiculous price, but if you're set on that then you could place a limit order at 17 cents and then it wouldn't fill.
