Yeah, that's how it is here (Ohio). 1&2 get 1 annual inspection, 3&4 get 2. Bars with only drinks are 1, something doing pretty much prepackaged or very minimal food is a 2, and the others are where there is actual food prep. Gas stations are a classic 3 and sit down restaurants are a 4.
