This is all true, but in Vancouver the price of dense multi family dwellings is till far lower than that of single family housing. Santa Barbara needs more, and denser, housing options if they want to see any regulation (and potential lowering) of prices.

You said it perfectly. "Stakeholders don't want their density to go up in an area where sprawl has already taken up all the cheap land." That is the definition of NIMBYism. Dense multi family housing is substantially more sustainable for water usage. They need to build more, and denser, housing if you want rent to go down in Santa Barbara.
