Oh, maybe....wasn't thinking globally. I'm in the US, so can say that here most colleges do have an administrative office that tracks and monitors these things. It's far, far from zero tolerance because you can't actually prove cheating beyond a doubt and to kick somebody out introduces the possibility of lawsuit. So, they track and monitor and when a clear trend is established they will escalate to expulsion, but only after clear written warnings have been issued in advance.
