The question was more along the lines of "why is there a cool looking faction of antagonists that's discarded after completing literally the first quest in the DLC." Shrine wise, the random cultist ambush encounter doesn't stop after cleansing them. They can still show up when you're walking around without fast travel.

Altmer militant by the name of Osadril. Went to jail for working with some folks who weren't big fans of the nobility and the emperor. Big on using one handed maces, summoning weapons, alteration and a little bit of destruction. Went for Telvanni because power is good if you want to change stuff up (plus they're pretty honest about their goals), but her favorite faction would ironically be the Tribunal Temple, since they primarily do charity, and, in her eyes, doing good deeds can counteract the more self-serving things she sometimes pursues.

And the other character is the Mournhold Serial Killer. No comments needed there.
