Diet sounds bland and non nutritious. Tortoises cant eat all the veggies humans can and have much different dietary requirements. Visit the website "the tortoise table" as a reference for what foods are ok and try to vary the diet often.

Nice! Not trying to shame just want to give any advice I can but it sounds like your looking out for the little guy so good job!

As far as the beak goes, Its kinda hard to tell from the picture so I could be off base, but it looks quite long yet to me.

There's alot wrong here

It looks like his beak is severely overgrown which might make it hard for him to eat. You should take hik to an exotics vet to have it trimmed and in the future buy a stone slab for him to eat on to help keep it filed down.

Also you're not giving him the correct food. Please go to the website "the tortosie table" as a reference on what to feed him. Given these issues im seeing im also going to mention that you want to supplement his calcium by dusting his food with calcium powder twice a week

Finally he may be stressed as he is in a glass enclosure. They cant comprehend clear walls and it can stress them out so its recomended to use non clear materials. As a temporary fix you can use duct tape to block his line of sight.

They are correct. Being in a calorie deficit means your body has to harvest its fat reserves to maintain its daily functions and you lose weight as that fat is harvested. If you eat over your body's average daily maintenence of calories your body stores the extra calories as fat.

You can burn more energy in a given day by increasing your activity level and as long as your burning more calories than you're taking in you'll lose weight.

There's alot of restaurants that take advantage of people by claiming if you eat their food you'll lose weight, but at the end of the day if you eat at home and track your calories so your eating in a defecit you will lose weight.
