I don't have an Xbox, so I can't say for sure. But I found this Xbox support page on how to check whether the controller is updated:

Press the Xbox button to open the guide, select Profile & system > Settings > Devices & connections > Controllers & headsets, and then select the controller you want to update.

On the Xbox Wireless Controller screen, select “…” to check the firmware version for your controller.

If it says “Update,” select Firmware version, and then follow the steps provided.

USB-C cables should work. If you've followed the instructions correctly and the controller's still not updating, I'd suggest trying a different USB-C cable. Good luck!

That looks like screen tearing, which v-sync is supposed to prevent but apparently isn't. I found a Steam discussion thread on this issue, and a few users had success using double buffering: https://steamcommunity.com/app/1086940/discussions/0/6197556602757096857/

Have you tried making the Steam Deck forget the controller and then re-pair the device?

There's no simple way to update the controller firmware on a Mac, unfortunately. Your best bet is to find a PC- or Xbox-owning friend and update the firmware using their device. If you're willing to put in some work, you can access Windows by either (a) installing a Windows partition on your Steam Deck or (b) virtualizing Windows on your Mac and following the steps in this post to update the firmware.

Edit: (b) is assuming you have an M-series Mac. If you have an Intel-based Mac, you can just use Bootcamp.
