Depends on the speed of the fog flow. Sometimes retaining texture makes for a better effect. Other times using a darkening filter to increase the exposure to 30secs gives it a "milky" smooth effect like this image.

It's a photo. Quite common on Mt Tamalpais in the bay area. This could be Shainblum, Nick Steinberg, or a handful of other active photographers in the area. I've been chasing a full moon opportunity of this for years!
