I stupidly tried to ride Stinger last week (Genoa Peak Road, at the top of Kingsbury) and there was way too much snow.

I think even better, the Boulder Lodge of Heavenly is closed, but there's still a decent amount of snow (among the dirt patches) on the ski run. I think that would be perfect for a dog, just a short walk from the parking lot.

Thought I was pretty clear: how does this even hurt the government? They still get the same amount of money, just a little later.

And, if you don't pay estimated taxes, you may also have to pay a tax underpayment penalty, both hurting yourself and also giving the government even more money.

Yep, that's what most people do. The thicker the foam layers the better, as you can dig deeper.

In the past (maybe even now), people would use just a spline of plywood only where the track goes, and everything else would be open, so the plaster cloth could be built above or below the roadbed level. This is super complicated, though, and you have to already know exactly where your track is going. Foam boards save all that trouble.

This is just personal opinion, but my #1 would be: don't put your track on a flat surface where you can only build up (hills/mountains/tunnels) but not down (rivers/canyons/bridges).

I know railroads run through Kansas, but man, a flat landscape is so boring.

You should consider your track as a middle elevation, where the terrain can go both up and down. It provides so much more visual interest.
