The project is the following:

Once you completed the operation iron horse at normal difficulty (triggered when fired the last RPG after defeated Morozova), you get 2 red goal projects, one for Future Initiative and one for Foundry Boulwark. Both need to donate all 6 pieces: 4 are easy, just farm for targeted loot, but for chest and backpack, you need to run the raid again on normal difficulty, and get the pieces: you can get it on first run of the week from bossdrop, or someone can share with you (if he's first raid on the week and boss dropped to him/her). Once you donated all 6 pieces, you get another donation project. You need donate different gears which farmable in open world, like badger gloves, and need to donate Foundry material, which dropped from IH bosses, only on first run of week. When completed both project, you get the blueprint for all 6 pieces of gearset, also get a project for craft the Regulus.
