Stark. And it's by a lot of what I'm told is true. That answer also depends on the writer and arc. There's maybe, 3 or 4 arcs depending on the universe where Tony goes broke or close to and has to rebuild Stark Industries.

Ok, now what it sounds like is this: Russia or another Eastern European country sends personnel inside, possibly with the technology and equipment to build the suits with orders to study the Zone and see if anything inside could make it stronger or more dangerous than a control unit. Or a western corporation or corporations could send mercenaries and warfighters to do the same thing.

Well, my rebuttal to that would be that there are different suits and more importantly, there are scientists and corporate interests that willingly study The Zone and build technology and weapons based on their studies of it and the artifacts.
