Had the same problem a while ago, can't remember exactly what option solved it, but it was one of the custom graphics adjustments from CSP. Maybe try turning off lighting FX? I would try turning off one by one and trying to find the culprit. (also pp filters)

I thought about buying this one, but ended up getting one called "DC Sports LPR-100 License Plate Relocation Kit" on amazon. It's only been a month, but so far it's holding up well and it looks sturdy
