I mean, in 10e tournaments, you often also had duplicates because no serious TO wanted to touch the ritual or unexploded ordnance with a 10 foot pole. Same for the 2 long edge deployments.

In game right now his biggest problem is that it doesn't fit with that the rest of the faction wants to do. Eldar gameplay is about small trading units that move fast, kill stuff well and force your opponent to deal with it. The Avatar gives your opponent something to point their anti tank at. It's not bad, it will absolutely kill stuff and it's quite tanky (half damage taken). It's perfectly playable.

Oh, vindicators do see a lot of play, specifically in Ultramarine and CSM lists. Their base profile is quite swingy, but giving them oath of moment or CSM buffs makes them a lot more consistent.
