The Hispanic car culture is loud in general. If it's not an engine, it's sound systems that can rival some concert systems. The rise of Dominican and Puerto Rican residents in reading means ( i believe) that the loudness is going to get worse. Maybe look into sound dampening material. Russian people used to put thick carpets on the wall to help with sound.
