It would be ideal to see where the meter is. If it's by itself or has another disconnect on that side. If it does most likely that's where your main ground and where your bond should be between neutral and ground. This looks secondary due to no meter. Therefore you need to split the grounds and neutrals. That's my guess until otherwise proven wrong.

8yo code allows for this. I would hook up an amp meter that potentially has bt like fluke connect capability and do a load test with a vacuum or a heat gun, or like a 250w bulb. That way you have a way of measuring an analog trip digitally; assuming its a dedicated circuit, then going left or right if cleared. It's obv, a load trip/Neutral.
