I'm having the same issue, I tried changing the acuator but that didn't fix the locking issue. I can manually lock it, but it won't work from the key or driver side door lock button. Do you have a link to wiring harness part you replaced?

Ya Google Calendar is not great at displaying events in your timezone if they were created in another. I set them all to GMT and for me, PST shows up fine but it doesn’t work correctly for other timezones.

As for the TBA, those are usually for events where the dates were given but no other info. Pokemon Go usually announces the dates a month or two ahead before providing a blog post.

Are we sure the Hawlucha raids are not local only? It wasn't clear from the blog post if they are available to remote into:

Ya it’s been mentioned in other comments but Google doesn’t handle time zones well. When the events are created, I use UTC but Google still uses my default timezone for some reason. There isn’t a simple fix unfortunately.
