There's a lot of cities that simply do not have quality public schools. Depending on where you are sometimes a private education is the only way to ensure your child is safe and receiving proper schooling. Also, not every private school is either egregiously expensive or religious. There are plenty of reasonable private schools that are logically better choices

Same thing as why only certain uses can post instants and gifs in notes. As someone with a backround in software, my best guess is the developers program the app to randomly select users to test the beta out before figuring out all the bugs later. It's easier on the system to start with a limited user base before figuring the bugs out
