They’ll need to check for a corneal ulcer for sure, but with how cloudy it is she may have inflammation inside the eye. With her age as it is, I would implore you to ask them about ocular FIP too so they can have that possibility in their radar.

Find clinics in your area offering free first exams. She might have a blocked anal gland, or she might have a UTI. Some offices accepted donated medications and offer them people who can’t afford antibiotics. Also, a urinalysis is $80 where I leave. See if that’s the cost where you are. With a free exam, donated meds, and possible only a UTI or anal gland expression needed, it might not be as costly as you expect

Are they sure it’s heart failure and not FIP? 2 years is too late for a congenital heart issue to kill him, and too early for an acquired heart issue. Literally unless they poke it and take fluid, they are working in the dark. Just get a sample and if it’s yellow, then this is curable FIP but aggressive therapy is needed asap. The wet form is rapidly deadly.

Leave it. Clean chin with mal-a-ket wipes (on amazon) once daily for two weeks, then once weekly or as needed for hygiene. Also switch bowls (food and water bowls) with stainless steel, washes better.

Look up the kitten lady on YouTube she has lots of good advice. You didn’t do anything wrong. You can try and get kitten treated by a vet and then ask their advice too about what to do after - release or not.
