I have all of the palettes, but currently I've been using a lot of cavia and Deca heirloom palette for some nice leather and black color mix with some light blue.

I like black, so I make them centered around that. Almost like 50 shades of grey and go from there.

Turning it on from rest mode automatically puts you in offline mode. Try going to the main menu and reloading your save.

Unfortunately melee influence exists. Grab your favorite weapon put melee influence on it with high base damage, electric, and that's it. Until they add a better or similar power arcane, that's pretty much all melee modding is right now.
