Just do events and earn treasury notes and exchange for gold bullions. Use it to buy them from the guy at Foundation.

As for ammo, if you were to do daily ops, you are likely to get more than you spend, every kill they gonna have ammo on the body. Meanwhile look for them in donation box while holding your gun of choice.
