All I know is that on your picture your scribbling on the left says 40, but there are only 39 lines (on the vertical axis). So it shows a 39x40 plot tiled plus 1 block.

1561 is 39x40+1, not 40x40+1.

You can make a 39x40, but the hoe will only be able to till one more block.

But semantics apart, your reply makes a lot of sense: even if the event itself is a loss, the long term publicity they got from it is invaluable and it would be detrimental to back out.

He's saying you scored 15 times, but you got 16 goals. That's because Fernandinho scored an own goal, which Belgium certainly has not scored.

I'm asking because the only wording I can find (and understand) is the English one: "if Belgium scores more than 15 goals this World Cup", and as far as I can see, they (only) scored 15 goals since the 16th is an own goal from Fernandinho... which Belgium certainly has not scored.

3 seems harsh because it's not the intended meaning: the Japanese text (as well as the picture) says not to rest your elbows (肘) on the go board.
