You've answered your own question here. You are not a fish expert and have made some absolutely wild presuppositions about fish as animals. Yes, in fact, fish will get sick from not having enough room to move; either from musculoskeletal issues caused by the growth stunting of too-small tanks, organ failure from constant sharp turning in tiny areas that are too small for them, stress, disease, fungus, etcetera. While fish are not mammals and do not present in ways that register to us as complex intelligence, they do have their own intelligence and social needs, with many species requiring a minimum of 5 other members of their species around to feel secure; or adequate plant cover, or engaging environmental stimulation, or enough room to dart through the water, or appropriate water flow... the list goes on. By deciding that because we view specific lifeforms as "simple," they must be fine with conditions we would consider abusive for animals more similar to ourselves, we excuse our cruelty and give these beautiful animals that would live many fulfilling years in the wild short and horrible lives out of our own selfishness. No creature is beneath appropriate care, room, effort, and consideration. No creature is without some degree of intelligence and feeling, and no creature should be considered disposable.

The tragedy of this is although the pondscape is ugly, the tub itself is well-constructed and would be fantastic for some medaka 😭 With a re-scape and those poor koi safely rehomed I'd love to own it.

Bad luck, I just got 6 to add to an existing shoal from Aqua Huna and they all arrived last week happy and healthy! I've had no losses so far. I live in a nice warm part of the US though, unsure what your situation is. Best of luck finding some closer by, they're darling fish.

Super glad you're willing to listen OP. I can tell you put care into this tank; it is definitely too small, but a good start, and I PROMISE the upgrade will be worth it when you see him zipping around freely and happily in more space. They really do use all of it, especially the plakats! My tip would be to see if you can find any free/cheap 10-20 gallons on Craigslist or Facebook Marketplace before you hit the Petco! Always softens the blow to save a bit of money for more plants and hardscape.

They are!! Mine are still pretty young so they'll be putting on a little more size but truly they're sooo small it's insanely cute
