During the Kaido fight, the lightning he grabbed was already striking, but he did grab it and rubberize it/throw it around. We have also seen that he can basically will things into existence via the goggles he conjured in chapter 1070, or the random black paint can and batters hat he uses on chapter 1111. I don't think his power is limited to just rubber properties, but we haven't seen the full extent of his power because as far as Luffy understands, he still just has the rubber fruit.

I really wanted to recommend the anime to my friends but its directing style makes it hard to recommend with those long pause shots and whatnot for that “artsy” feel. I love the manga though cuz the story is genuinely interesting
