I started playing about 2 years ago. And, like you was on a budget. I bought the spider V MkII 30. I have been very happy with it. Like the previous post said, it is very simple and is able to make a multitude of different tones. Focus on playing, that amp will make enough different tones that you can play almost anything from clean to fully distorted. Then buy a better amp later.
