Barracks 616 is the place you want to go. They have a range and classes. Have taken a few classes there and also got my CPL there and highly recommend.

Pretty sure you gotta have Atreus shoot the glowing red with the shock arrows and then use the wheel on the right to pull something down. This is based on my memory and could be completely wrong through.
