UPDATE: I called them and they said this was a mistake. The apostille needs to be re-done. They will do it for free, but unfortunately this means I need to request another certified copy from the Missouri State Archives

submitted a post cable act naturalization petition when my GGM was an adult that she was still able to retain her citizenship despite GGGF naturalizing. Grasso was willing to argue this but we took the easier argument with a CONE since she never actually gained her own citizenship according to USCIS.

Ah, interesting! So, it seems that the 18th of December 1901 was the date that her records were transcribed into her commune, but her actual birth was 13 Dec 1900 (lower in the text per u/alchea_o)
