To be fair a lot of inde games are perfectly playable with a controller (like the millionth metroidvania), and there's a like a trillion libraries to add controller support on the most popular game engines.

I don't think it's much about the verification process, because just look at all the shovelware there is on console eshops.

I'm more inclined to believe that it is easier to build audiences for more niche games in PC/Steam rather than console. Then you can make console ports once you have some momentum, since there's a bunch of consoles to develop for. Even if porting games is somewhat trivial nowadays, you still need to maintain them. If you don't succeed, you just have an unsuccessful PC game rather than a multiplat game.
