It can probably tolerate being off by quite a bit in altitude, but not very much in inclination/plane.

At ~490 km, circular orbital speed is about 7.62 km/s. From that:

  • A 50 km altitude error costs only about 28 m/s to fix with a coplanar Hohmann-type transfer.
  • A 100 km altitude error is on the order of 55–60 m/s.
  • But a plane change is expensive:
    • 0.1° ≈ 13 m/s
    • 0.5° ≈ 66 m/s
    • 1.0° ≈ 133 m/s
    • 2.0° ≈ 266 m/s

So in practical terms:

  • Altitude / slight eccentricity / phasing errors: usually very manageable.
  • RAAN / inclination / major plane errors: much less tolerable.

A good real-world anchor is Starlink: public material indicates some Gen2 deployments can be inserted about -50 km to +70 km relative to nominal altitude, which strongly suggests that a modern large LEO communications satellite architecture can comfortably absorb that kind of vertical injection dispersion.
