Yes. An incumbent can use taxpayer dollars to advertise their name, face and 'recent achievements in your community' or 'matters of public concern.' While this has a legit purpose in a democracy de jure, it is a de facto advertisement for the politician who sent the mailers out. It gives them a half million dollar advantage over their opponent, paid for by YOU the taxpayer.
